COATINGSPRO MARCH 2015 25 chromatography method designates components as a VOC if they exhibit retention times of less than 20 minutes; those components with retention times in excess of 20 minutes are not counted as VOCs by this industry method. However, neither EPA Method 24 nor ASTM D6886 indicate the compound 's potential to contribute to the forma- tion of ground level ozone, which is the ultimate factor in determining a VOC. For this reason, paint formulators must often seek alternative methods for gathering the scientifc data needed to obtain a VOC exemption. One such method — Maximum Incremental Reactivity, or MIR — focuses directly on atmospheric reactivity as opposed to indicators of volatility. Developed by Dr. William Carter at the University of California, Riverside's Center for Environmental Research, MIR measures the tendency of a chemical to react in the atmosphere and form ground-level ozone, a major contributor to smog. MIR is measured in grams of ozone formed per gram of analyte and considers the complete ozone-forming activity of a compound, not just the frst reaction step. Exemption Status W hen coating additives are included on the list of VOCs, it can afect not only the manufacturing company of that additive but also the manufac- turers, contractors, and end users. Formulators may "deselect" these additives and replace them with ones that were identifed as zero-VOC formulations to maintain compliance with VOC regulations. In a recent example, the molecule 2-Amino-2-methyl-1-propanol — a multifunctional paint additive — earned a VOC exemption after its MIR value demonstrated that it did not contribute to the formation of ground level ozone. Te molecule's retention time using the gas chromatography D6886 test is less than 20 minutes, which is considered volatile and, therefore, unattractive to U.S. formula- tors for low VOC paints. However, when the molecule was tested for its MIR, results showed that it had an MIR value of 0.25 grams (0.0099 oz) ozone per gram of chemical, below the MIR value of the benchmark chemical ethane, which is 0.28 grams (0.0088 oz) ozone per gram. Te results showed that the molecule was "negligibly" reactive and eligible for VOC-exemption by EPA.
