If an exemption status from the federa l U.S. def inition of a VOC in the Clean A ir Act is g ranted by the EPA , then an additive may be used by paint manufacturers. A r u ling like this cou ld mean that paint manufacturers cou ld avoid refor mu lating w ith a lter natives, such as ammonium hydrox ide and sodium hydrox ide, which are not organic chemica ls and not considered VOCs but do have safet y and per for- mance def iciencies.
