Two common types of specifications are performance specifications and specifications with lining schedules. A performance specification spells out the process conditions and/or other perfor- mance parameters that the lining will be subjected to, leaving the design of the lining schedule up to the supplier. The responsibility and liability for the lining system choice falls on the supplier. "Beware the desire to provide the low bid" becomes the driving factor in the choice of the lining system composition and application quality. The only off-set to a purely price-driven decision is the warranty terms and condition. A lining schedule specification is developed by or with someone extremely knowledgeable in the field of coatings and linings. The specifier will complete a detailed analysis of the process to deter- mine the proper lining type(s) suitable for each zone since an absorber in a typical FGD system may have as many as seven
